ABSTRACT. The Advocacy Coalition Framework (ACF) is a framework of the policy process developed by Paul A. Sabatier and Hank Jenkins-Smith to deal with "wicked" problems– those involving substantial goal conflicts, important technical disputes, and multiple actors from several levels of government.
